NOTICE TO BIDDERS
WASHINGTON PARK ASSOCIATION OF HUDSON COUNTY, INC.
IN PARTNERSHIP WITH THE COUNTY OF HUDSON
“WASHINGTON AND LINCOLN PARK IMPROVEMENTS”
INCLUDING PICNIC AREA, ACCESSIBLE PARK ENTRANCES AND SIGNAGE
GREEN ACRES, #09-10-15
This project is a public-private partnership between the Washington Park Association of Hudson County, Inc., a 501(c)(3) non-profit organization based in Jersey City, New Jersey, and the County of Hudson for improvements to Washington and Lincoln Parks in Hudson County, New Jersey. The project is funded through the New Jersey Green Acres Program and the Hudson County Open Space and Historic Preservation Trust Fund.
Sealed bids will be received by the Purchasing Agent of the County of Hudson on Thursday, May 26, 2016 at 11:00 a.m. in the Hudson County Administration Annex, Purchasing Department, 2nd Floor, 567 Pavonia Avenue, Jersey City, New Jersey 07306 for “Washington and Lincoln Park Improvements, Jersey City, Hudson County.” Plans and specifications may be obtained beginning on Thursday, May 12, 2016 at the office MKW+Associates, 39 Park Avenue, Rutherford, NJ 07070 during regular business hours from 9:00 a.m. to 5:00 p.m. daily, except Saturdays, Sundays and Holidays upon nonrefundable payment of $50.00 per set, which covers the cost of printing. Checks shall be made out to “County of Hudson”.
Any questions about the project or bid specifications must be received by email no later than Monday, May 16, 2016 at 5 p.m.
Two (2) copies of bids must be enclosed in a sealed envelope labeled “Washington and Lincoln Park Improvements, Jersey City, Hudson County” -- Green Acres #09-10-15 and delivered by hand or mail as described in the specifications. No bids will be accepted after the date and time specified above. At such time and place, all bids will be unsealed, the contents thereof will be publicly announced, and a proper record of the prices and terms will be made. Each bid must be accompanied by (a) a cashier’s check, certified check, or bid bond payable to the Washington Park Association of Hudson County, Inc. in the sum equal to ten (10) percent of the bid, but in no case to exceed $20,000, (b) a certificate from a surety company authorized to do business in the State of New Jersey, rated A or better by A.M. Best, that such company will provide the bidder with a Performance Bond or Bonds called for in the specifications; and
(c) completed bid form, stockholder disclosure form, non-collusion affidavit, standard questionnaire forms, and all else called for in the bid package.
Attention of bidders is called to the existence of statutes and regulations relative to the safety of workmen, hours of lab, workman’s compensation insurance, preference for and prohibition of certain types of labor, anti-discrimination against labor and other particular statutes and regulations affecting the proposed public work together with regulations, rules and ordinances of the municipality in which the work is to be done. Bidders are required to comply with requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.
Please be advised that State Funds through the Green Acres Program are being utilized in this project. Under N.J.A.C. 7:1-5, vendors currently suspended, debarred, or disqualified are excluded from participation on this project.
Once submitted, no bid can be withdrawn without the consent of Washington Park Association, and Washington Park Association reserves the right to reject any and all bids and to waive any defect in the bids or bid proposal as permitted by law. The acceptance of any bid by Washington Park Association is contingent upon the Washington Park Association’s certification that funds are available.
